Abstract

A helyi kezdeményezésű fejlesztésre hangsúlyt fektető ún. bottom-up fejlesztési paradigma egyre nagyobb népszerűségre tesz szert világszerte. A vidéki térségek ilyen szemlélet szerinti fejlesztésében fontos szerep hárul a civil szervezetekre. Összefogásukkal, innovatív ötleteikkel a fejlesztés egyik fő szereplői lehetnek, sokféle tevékenységgel támogathatják egy adott terület, vidék helyzetének, az ott élők életminőségének javulását. A tanulmány azt vizsgálja, hogy hazánkban a civil szervezetek illeszkednek-e az új paradigma szerinti helyi kezdeményezésű vidékfejlesztésbe, megtalálják-e a helyüket ebben a rendszerben, milyen feladatokat látnak el, milyen szerepeket töltenek be, milyen nehézségekkel küzdenek, és milyen jövőképpel rendelkeznek. A vidékfejlesztés alapjait röviden áttekintve a tanulmány először a civil szervezetek fogalmával, funkcióival, szerepeivel kapcsolatos szakirodalmi megállapításokat összegzi. Ezt követi a hazai vidéki civil szervezetek általános jellemzőinek statisztikára alapozott leírása, a vidékfejlesztési programokban részt vevők projekttevékenységének elemzése, majd pedig az empirikus felmérés alapján meghatározott vidéki civil szervezeti csoportok jellemzőinek bemutatása. = The bottom-up development paradigm is gaining more and more popularity all over the world. Civil organisations play an important role in developing rural areas according to such an approach. With their innovative ideas and cooperation they can be one of the key players in the development process; through their diverse activities they can contribute to the improvement of a certain locality, rural area and the quality of life of its residents. This study examines whether Hungarian civil organisations have established a role in this bottom-up development system, that is, what tasks do they perform, what roles do they play, what difficulties do they face and what vision do they have for the future? After positioning rural development within the development science, this study summarises the definitions, functions and roles of the civil organisations based on evidence from the literature. This is followed by the characterisation of the rural civil sector according to statistics; the analysis of their project activities in rural development programmes and, finally, an introduction to the different rural civil groups defined by an empirical survey.
