Abstract

A mezőgazdasági tanácsadás, szaktanácsadás jelentős múltra tekint vissza hazánkban. A szolgáltatás legfőbb célja, hogy a gazdák részére továbbított legfrissebb információk és ismertek közvetítésével hozzájáruljon a hatékony és eredményes gazdálkodáshoz. A hazai gazdálkodók szakmai felkészültségében jelentős hiányosságok tapasztalhatók. A különbségek nem kizárólag a gazdaságvezetők képzettségében mutatkoznak meg, de az üzemméretben, a tevékenység során elért eredményekben is tetten érhetők. A hatékonyan működő szaktanácsadási rendszer a hiányosságokat hivatott kiküszöbölni, illetve az említett különbségeket csökkenteni. A tanulmány először a szakirodalom elemzésével vizsgálja a hatékony szaktanácsadási rendszer kialakításának és működésének követelményeit a mezőgazdaságban. Ezt követően a szolgáltatói oldal és a felhasználók empirikus vizsgálatával tárja fel, hogy a hazai rendszer megfelel-e ezeknek a követelményeknek. A kutatás kimutatta, hogy a hatékony rendszerrel szemben támasztott követelmények hazánkban csak részben teljesülnek, a jelenlegi struktúra számos területen beavatkozást igényel. Úgy véljük hosszabb távon a tanácsadás piacvezéreltté tétele szolgálja leginkább a hatékonyság megteremtését. Ehhez rövid távon a térítés nélkül és a térítés ellenében végezhető szolgáltatások pontos meghatározására, a szolgáltatók számának csökkentésére, a tanácsadásban részt vevő szolgáltatók közötti párhuzamosságok kiküszöbölésére, a rendszer szereplői közötti kapcsolatrendszer erősítésére, igényre szabott kutatásokra, az oktatás, a kutatás és a tanácsadás szorosabb együttműködésére, valamint a felhasználói igényekre szabott szolgáltatásokra van szükség. = Agricultural consulting and professional advising have remarkable traditions in our country. Main purpose of the services consists in contributing to the efficient and profitable farming activity through transmitting the most recent information and knowledge to farmers. There are considerable deficiencies in the professional preparedness of the domestic farmers. Differences are observed not only in respect of the degree of qualifications of the farm leaders, but also in the farm size and the success of their operation. An efficiently operating advisory system has the task of eliminating the insufficiencies and diminishing the above-mentioned differences. First, the study has investigated the requirements for establishing and operating an efficient special advising system in the agriculture, through analysing the relevant literature. It has thereafter examined, through empirical survey of the service providing side and of the users, whether the domestic system was in compliance with such requirements. The assessment has revealed that the requirements against an efficient system are only partially met in our country; the existing structure needed intervention in several areas. We believe the transformation of the advising activities for being pulled by the market would best contribute to improve their efficiency. For this purpose, on the short term, it is indispensable to accurately define the services that may be granted free of charge or against payment, to decrease the number of service providers, eliminate parallel activities of the service providers participating in advising, strengthen the system of relationships among the participants, conduct research adjusted to the needs, ensure stricter co-operation between education, research and advising and to grant services adjusted to the users’ requirements.
