Abstract
A tanulmány a nemzeti birtokrendezési stratégia megalapozására szolgál.
Részletesen tárgyalja a mai birtokstruktúra és a földügyi igazgatás jellemzőit,
összegzi azok előnyös és hátrányos vonásait. Rövid áttekintést ad a birtokrendezés
hazai tapasztalatairól, különösen a rendszerváltást követően indított birtokrendezési
kísérleti programokról. Mindezek alapján megfogalmazza a birtokrendezés
indítékait és céljait, felvázolja a hazai viszonyok között elvileg lehetséges
birtokrendezési változatokat. A szakértők által megvalósíthatónak ítélt és általuk
javasolt birtokrendezési eljárással részletesebben foglalkozik, így szól a gyakorlati
megvalósítás tennivalóiról, a birtokrendezés szervezéséről és folyamatáról, a konkrét
intézkedésekről, a jogi háttér megteremtéséről, a földügyi igazgatás fejlesztéséről, a
megvalósítás egyéb feltételeiről. A szerzők megbecsülték a birtokrendezés várható
költségeit, és javaslatot fogalmaztak meg a finanszírozás módjára is. = The aim of the study is to provide a background for the national strategy of
land consolidation. It describes in detail the characteristics of the present land
structure and land administration, summarizes the advantages and disadvantages. It
provides a brief overview on the experience of the Hungarian land consolidation
with special regard to the pilot programmes launched after the political-economic
transition of Hungary. Against this background it presents the reasons and aims of
land consolidation and outlines the various options of land consolidation, which in
theory are feasible in Hungary. It deals in detail with the procedure recommended by
experts and which based on their opinion could be implemented in Hungary,
describes the practical steps of implementation, the organisation and procedure, the
concrete measures to be taken, the creation of the legal background, the
development of land administration and all the other conditions of the
implementation. The authors present the estimated budget and provide a proposal for
the method of financing.
