Abstract
Az európai uniós csatlakozás egyszerre keltett várakozást és jelentett kihívást a
hazai agrárgazdaságban. Ugyanakkor kutatások bizonyítják, hogy a magyar mezőgazdaság
a csatlakozás első évében nem tudta kiaknázni mindazokat a lehetőségeket, amelyek a
helyzetből adódtak. Az uniós csatlakozás első időszakának veszteségeit, illetve elmulasztott
lehetőségeit éppen az okozta, hogy sem a agrárirányítás, sem a termelők nem számoltak
megfelelően a belső és külső jogi és gazdasági tényezők változásával és azok hatásaival. E
reagálási folyamatok feltérképezése, megértése és ebből adódó javaslatok megfogalmazása
érdekében folytattunk 2005-ben a gazdasági és jogi szabályozás hatásmechanizmusával
kapcsolatos termelői reagálás-vizsgálatokat. Ennek keretében 296 kérdőíves és 50
mélyinterjúk készítettünk.
A kutatás hátteréül választott módszer számtalan olyan új vagy ismert, de adatszerűen
nem alátámasztott megállapításra nyújtott lehetőséget, amelyek a statisztikai és egyéb
információs rendszerekből közvetlenül nem kikövetkeztethetők. Ezek alapján a tanulmány
kitér a 2002-2004-es időszaknak azokra az eddig fel nem tárt, stratégiailag mégis fontos
folyamataira, amelyek a kutatás alapján kirajzolódtak Emellett lehetőség adódott felvázolni
azokat a javaslat-csomagokat, amelyek a reagálás-vizsgálat során merültek fel, és a jövőt
illetően megoldási alternatívákat jelenthetnek az ágazat számára. = The Accession of Hungary, on the one hand, arose expectations and, on the other
hand, was also a challenge for the Hungarian agricultural economics. However, research
proves that the Hungarian agricultural economy could not make use of all the opportunities
provided by the situation given. The losses and the missed opportunities in the first period
after the Accession were due to the fact that neither the agricultural policy making nor the
producers could take account accurately of the changes in the internal and external economic
factors and of their effects. In 2005 in order to survey and understand the reactions and
to make recommendations we made a survey of the producers’ reactions related to the
impact mechanism of the economic and legal regulation. In the frame of this survey 296
questionnaires were filled in and 296 in-depths interviews were made.
The methodology applied in the research provided numerous new statements and
some other statements, which have been known already but have not been confirmed by
data yet. The conclusions made could not be drawn directly from the statistics or from
other information systems. Based on the above the paper presents those processes of the
period 2004-2005, which have not been analysed yet but are strategically important and
which were highlighted by the survey. In addition I have had opportunity for presenting the
recommendation-packages prepared on the basis of the survey and which are important for
the future of the agricultural sector.
