Abstract
Agrár- és vidékfejlesztési támogatásokra 666,0 milliárd forintot fizettek ki 2026. június 30-ig. A folyósított támogatási összeg 33,4 százaléka (222,6 milliárd forint) európai uniós forrásból származott, 66,6 százalékát (443,4 milliárd forint) hazai költségvetésből fizették ki. Az agrár- és vidékfejlesztési támogatások között a vidékfejlesztési és halászati programok kifizetései domináltak (66,0 százalék), melyek meghaladták a 439 milliárd forintot. A közvetlen támogatások a kifizetések 19,3 százalékát képezték, 128,3 milliárd forint kifizetésére került sor 2026. június 30-ig. A nemzeti támogatásokra 83,5, a piaci és egyéb támogatásokra együttesen 14,7 milliárd forintot folyósítottak. Az egyes ágazatok támogatottságát vizsgálva elmondható, hogy a szántóföldi növénytermesztés kapta a támogatások 28,0 százalékát, az állattenyésztők a támogatások 22,5 százalékát használhatták fel, a kertészet részesedése pedig csupán 6,6 százalék volt. A nemzeti agrárkárenyhítési rendszer keretében (I. pillér) a 2025. évi időjárás okozta károk kompenzálására 45,1 milliárd forintot folyósítottak 2026-ban a jogosult termelők számára. A mezőgazdaság hitelállománya 2,7 százalékkal 986,7 milliárd forintra mérséklődött az előző év azonos időszakához képest. Ezen belül a kedvezményes hitelek aránya 57,3 százalékot, a piaci hitelek részesedése pedig 42,7 százalékot tett ki június 30-án. A mezőgazdaságban tevékenykedő egyéni gazdaságok hitelállománya 4,2 százalékkal 356,4 milliárd forintra csökkent. Az egyéni gazdaságok hitelein belül a legnagyobb hányadot kitevő (66,1 százalék) beruházási hitelek 2,7 százalékkal 235,5 milliárd forintra mérséklődtek, ami az állomány 6,4 milliárd forintos visszaesését jelenti. Ugyancsak nagy visszaesés jelentkezett az egyéb éven belüli hiteleknél, valamint az egyéb hiteleknél, előbbinél 4,3 milliárd forint, utóbbinál 4,1 milliárd forint volt a csökkenés. A hitelek zöme a szántóföldi növénytermesztőket finanszírozta. A mezőgazdaságban tevékenykedő egyéni gazdaságok 20,6 milliárd forint új hitelt vettek fel 2026 második negyedévében. A mezőgazdasági társas vállalkozások hitelállománya 1,8 százalékkal 630,3 milliárd forintra csökkent, amelyben a beruházási hitelek játszották a legfőbb szerepet. A hitelállományból legnagyobb mértékben az állattenyésztési ágazat részesedett. A mezőgazdasági társas vállalkozások újonnan felvett hiteleinek összege 79,8 milliárd forintot tett ki. A mezőgazdaság garantált hitelállománya kismértékben emelkedett. A lízingcégek szerződésszáma nagymértékben nőtt, a tőkekintlévőség összege az új gépekhez kapcsolódóan szintén emelkedett. A jegybanki alapkamat kismértékben csökkent, a mezőgazdasági piaci forinthitelek kamatai is enyhén csökkentek. A devizahitelek kamatai nőttek az előző év azonos időszakához képest. Az élelmiszeripar hitelállománya 1,4 százalékkal 698,9 milliárd forintra csökkent 2026 második negyedévének végére az előző év azonos időszakához képest. Az ágazat hitelállományában a kedvezményes hitelek aránya 31,3 százalékot tett ki, ami jóval kisebb volt, mint a mezőgazdaságban. Az egyéni vállalkozások hitelállománya 0,9 százalékkal 5,7 milliárd forintra bővült, a társas vállalkozásoké 1,4 százalékkal 693,2 milliárd forintra csökkent. A rövid lejáratú hitelek aránya 2026 második negyedévében az egyéni hitelállományból 46,4 százalékot, a társas hitelállományból 37,7 százalékot tett ki. Az élelmiszeripari társas vállalkozások újonnan felvett hiteleinek összege 208,3 milliárd forintot tett ki 2026 második negyedévében. A társas vállalkozások hitelállományának legnagyobb részét az alágazatok közül a húsfeldolgozás alágazatban tevékenykedő vállalkozások adták (18,4 százalék), ezt követte a malomipari termék, keményítő gyártása (15,2 százalék) és a gyümölcs-, zöldségfeldolgozás alágazat (14,1 százalék). Az ágazat garantált hitelállománya 14,0 százalékkal 172,5 milliárd forintra növekedett az előző év azonos időszakához képest. Az élelmiszeripari vállalatok piaci forinthiteleinek kamatai a folyószámlahitelek kivételével növekedtek. A devizahitelek esetében valamennyi hiteltípus szerinti kategóriában kamatemelkedés volt megfigyelhető az előző év azonos időszakához viszonyítva. Az ágazati csődráta mindkét ágazat esetében kismértékben változott 2025 végén, mértéke mind a mezőgazdaságban (2,7 százalék), mind az élelmiszeriparban (4,2 százalék) alacsonyabb volt a nemzetgazdasági szintnél (4,8 százalék). A mezőgazdasági hitelportfólió minősége romlott 2026 második negyedévében. A nemteljesítő hitelek aránya (NPL-ráta) a mezőgazdaságban a szántóföldi növénytermesztés és az egyéb alágazatában, valamint hiteljelleg szerint az egyéb hitelek és a folyószámlahitelek esetében javult (csökkent). Az élelmiszeriparban a folyószámlahitelek kivételével valamennyi hiteltípus esetében csökkent a nemteljesítő hitelek aránya az előző év azonos időszakához képest, a legjelentősebb javulás a beruházási hitelek esetében történt. Az értékvesztéssel való fedezettség a mezőgazdaságban és az élelmiszeriparban egyaránt minden hiteltípus esetében csökkent az előző év azonos időszakához képest. A mezőgazdaságban valamennyi alágazatban mérséklődés volt megfigyelhető, míg az élelmiszeripar alágazatainak többségében az értékvesztéssel való fedezettség nem változott érdemben egy év alatt. ___________________________________________ A total of HUF 666.0 billion was paid for agricultural and rural development subsidies by 30 June 2026. 33.4 per cent (HUF 222.6 billion) of the subsidies came from European Union funds and 6 per cent (HUF 443.4 billion) was financed from the domestic budget. Payments under the rural development and fisheries programmes dominated among agricultural and rural development subsidies (0 per cent), exceeding HUF 439 billion. Direct subsidies accounted for 19.3 per cent of total payments, with HUF 128.3 billion paid by 30 June 2026. Farmers received HUF 83.5 billion in national subsidies and HUF 14.7 billion in market and other types of subsidies. Examining the support provided to each sector, it can be stated that arable crop producers received 0 per cent of the subsidies, livestock farmers 22.5 per cent and the share of horticulture was only 6.6 per cent. Within the framework of the national agricultural compensation scheme (Pillar I), HUF 1 billion was paid to eligible farmers in 2026 to compensate for the damages caused by the weather in 2025. The amount of credit in agriculture decreased by 2.7 per cent compared to the same period of the previous year to HUF 986.7 billion. Within this the rate of subsidised loans was 57.3 per cent, while the share of market loans was 42.7 per cent on June 30, 2026. The credit amount of the individual farms engaged in agriculture decreased by 4.2 per cent to HUF 356.4 billion. Among the loans to individual farms, investment loans accounted for the largest share (66.1 per cent). Their stock decreased by 2.7 per cent to HUF 235.5 billion, representing a decline of HUF 6.4 billion compared to the same period of the previous year. A significant decline was recorded in other short-term loans and other loans, the outstanding balances of which decreased by HUF 4.3 billion and HUF 4.1 billion, respectively. Most of the loans were used to support arable crop producers. The value of new loans taken out by individual farms engaged in agricultural activities was HUF 20.6 billion in the second quarter of 2026. The credit amount of the agricultural enterprises moderated by 1.8 per cent to HUF 630.3 billion, with the investment loans played the dominant role. The livestock sector accounted for the largest share of the credit stock. The amount of new loans taken out by agricultural enterprises totalled HUF 79.8 billion. The guaranteed loan portfolio of the agriculture has grown slightly. At the same time the contract number of leasing companies increased significantly, and the volume of outstanding principal associated with new machinery also increased The base rate of the central bank decreased slightly, and the interest rates on market-based forint-denominated agricultural loans also decreased moderadtely. The interest rates on foreign currency loans increased compared to the same period of the previous year. In the food industry the amount of loans decreased by 1.4 per cent to HUF 698.9 billion by the end of the second quarter of 2026 compared to the same period of the previous year. The share of subsidised loans (31.3 per cent) in the sector's loan portfolio was much lower than in the agriculture. The credit amount of the individual enterprises increased by 0.9 per cent to HUF 5.7 billion, while that of corporate enterprises decreased by 1.4 per cent to HUF 693.2 billion. The share of short-term loans of the individual enterprises amounted to 46.4 per cent, while in case of corporate enterprises it was 37.7 per cent in the second quarter of 2026. The amount of new loans taken out by corporate food industry enterprises was HUF 208.3 billion in the second quarter of 2026. The biggest part (18.4 per cent) of the loans taken out by corporate enterprises was granted for companies operating in the meat processing sub-sector. This was followed by the manufacture of grain mill products and starches, with a share of 15.2 per cent and the fruit and vegetable processing sub-sector (14.1 per cent). Guaranteed loan portfolio of the sector increased by 14.0 per cent to HUF 172.5 billion compared to the same period of the previous year. In the food industry, interest rates on market-based forint-denominated loans increased in all loan categories except overdraft loans. All foreign-currency loan constructions had rising interest rates compared with the same period of the previous year. The sectoral rate of the risk of bankruptcy changed only slightly in both sectors by the end of 2025. The values of the agricultural sector (2.7 per cent) and that of the food industry (4.2 per cent) were both lower than the national economy-wide level (4.8 per cent) at the end of the examined period. The quality of the agricultural loan portfolio deteriorated in the second quarter of 2026. The ratio of non‑performing loans (NPL ratio) in agriculture decreased (improved) in the arable crop production and other sub-sectors. By loan type, the NPL ratio declined in case of other loans and overdraft loans. In the food industry, all loan categories, except overdraft loans, showed lower NPL ratios compared to the same period of the last year, with the most significant improvement recorded in investment loans. Coverage of credit impairment charges decreased in all loan types in both agriculture and the food industry compared to the same period a year earlier. In agriculture, a decrease was observed in every sub-sector, while in the food industry coverage ratios remained broadly unchanged in most sub-sectors over the year.
